Item 4: Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231(2015)
Thank you, Mr. Chairman,
Japan appreciates the Director General’s report on Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231 dated 9th November 2016 (GOV/2016/55). We also appreciate the technical briefing by the Secretariat on 11th November.
Japan will continue to support the JCPOA, which strengthens the international non-proliferation regime and helps to contribute to the peace and stability of the Middle East region. While highly appreciating the effort made by all parties for the steady implementation of the JCPOA, Japan emphasizes the importance of the full implementation of the JCPOA by all relevant actors. From this standpoint, Japan notes, with concern, the finding in the DG report that Iran’s stock of heavy water exceeded the limit of 130 metric tonnes prescribed by the JCPOA. It should be recalled that Iran’s steady implementation of the JCPOA is the basis for further cooperation between Iran and the international community including Japan. Japan strongly hopes that the JCPOA will continue to be fully implemented, and we will provide active support for this objective.

It is of great importance that the Agency continues to monitor and verify Iran’s implementation of the Additional Protocol and its other nuclear related commitments under the JCPOA, and that the Agency’s regular reports to the Board provide adequate information on Iran’s implementation. In this regard, I emphasize that support of the international community remains crucial, as the Agency assumes increasingly important roles. Japan, on its part, stands ready to offer appropriate support and necessary contribution.

The exclusively peaceful nature of Iran’s nuclear programme must be ensured through the full implementation of the JCPOA. Japan hopes that the Board of Governors will continue to address the verification and monitoring in Iran in its future meetings in an appropriate manner, based on regular reports by the Director General that contain adequate information regarding Iran’s implementation of its commitments.
